Design, supply, and installation of 6 propeller pumps in canister installation suited for unscreened combined storm water from the city of Copenhagen.

The Contract includes hydraulic scale model test of the pumping station.

The pumps shall operate during cloudburst situations with a frequency of 1 time every 5 years and tested on monthly basis with sea water. Predominant pump media is unscreened combined storm water and sea water.

Duty capacity and lifts of each pump is 5,1 m3/s at 4,65 mWc geometrical lift with variation in geometrical lift from 0,65 mWc to 6,65 mWc.

Objective criteria for choosing the limited number of candidates:

HOFOR will select 3 to 5 candidates who will be invited to submit a tender.

If the number of compliant requests received exceeds the number stated above, HOFOR will perform a selection among the relevant candidates. Based on the lists of references, HOFOR will select the candidates with the experience reflecting to the highest degree the contract tendered. In respect of candidates relying on the technical and professional ability of other entities, the selection will be based on list of references in prioritized order submitted in connection with the request.

The contents and relevance of the references and their comparability with the contract tendered will be given the greatest weighting, while the number of references will be a secondary consideration in the selection.

III.1) Conditions for participation
III.1.1) Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers
III.1.2) Economic and financial standing
List and brief description of selection criteria:

In the selection of candidates, HOFOR will place emphasis on whether the candidate has the necessary economic and financial capacity to perform the contract. The candidate must, as a

minimum, satisfy the following requirements:

— turnover/revenue within the contract field for the 3 most recent financial years must in average be 20 000 000 DKK or more,

— average solvency ratio for the 3 most recent financial years available must be 10 % or more,

— equity exceeds 5 000 000 DKK for the 3 most recent financial years.

If the candidate has not existed as a company for a period of 3 years, key ratios for the period of time in which the candidate has existed must be provided. In that case, the minimum

Requirements will apply only to the period of time when the candidate has existed as a company.

For groups of entities (e.g. a consortium), the solvency ratio of the group are calculated as the value of the group’s combined equity relative to the combined assets of the group.

If the candidate relies on the economic standing of other entities, HOFOR will calculate the Candidate’s solvency ratio as the value of the equity of the candidate and such other entities

combined relative to their combined assets.

III.1.3) Technical and professional ability
List and brief description of selection criteria:

The tenderer must submit references with similar projects, installation and supply of propeller pumps and references of hydraulic scale model test.

The tender shall list all references in a prioritized order.

HOFOR has defined the following requirements for the technical and professional ability of the tenderer:

References not older than 10 years old (pumps must be commissioned after 1/1-2009). The period of references has been increased from the normal 5 years to 10 years due to the fact that there has only been built a few cloudburst projects in the past.

References for similar projects

For use in the evaluation of technical and professional ability, the candidate must provide

Information about its principal works/deliverables in/under similar projects/contracts within pumping station projects performed within the past 10 years.

References shall be listed in the ESPD.

— The candidate must be able to demonstrate at least 3 [three] references

The tenderer is advised to provide the following

Information in the list of references:

I. The name of the contracting entity;

II. Description of the scope of Contract;

III. Contract Sum;

IV. Sub-contracors and their supplies and sub contract value;

V. Time period for execution of the Contract.

It will be weighted positively if the tender has performed contracts with contract values of more than 3 000 000 DKK excl. VAT.

— references for propeller pump installations

For use in the evaluation of technical and professional ability, the candidate must provide information about its principal supplies of propeller pumps each with capacity of > 2,0 m3/s for

Pumping unscreened combined storm water within the past 10 years. References shall be listed in the ESPD.

The candidate must be able to demonstrate at least 3 [three] references.

A single reference may contain more than one of the above categories, thus covering several categories.

The tenderer is advised to provide the following

Information in the list of references:

VI. The name of the contracting entity;

VII. Description of the scope of Contract;

VIII. Number of pumps supplied with motor size (kW) and Qduty for each pump;

IX. Location of the pumps in the plant/site and information on pump media;

X. Time period for execution of the Contract.

It will be weighted positively if the references includes propeller pumps with capacity > 2,5

M3/s/pump pumping unscreened combined storm water with up to 10 % content of raw sewage.

— References for hydraulic scale model tests

For use in the evaluation of technical and professional ability, the candidate must provide

Information about performed hydraulic scale model tests of pump intakes according to ANSI/HI 9.8 guidelines within the past 10 years. References shall be listed in the ESPD.

The candidate must be able to demonstrate at least 3 [three] references.

A single reference may contain more than one of the above categories, thus covering several categories.

The tenderer is advised to provide the following

I. The name of the contracting entity;

II. Description of the scope of Contract;

III. Number of pump intakes in the scale model;

IV. Number of scenarios tested;

V. Test standard;

The Contract is expected to be signed ultimo May 2019. Hydraulic Scale Model Test shall be completed end 2019. Installation on site is expected beginning 2024 with conclusion of Contract end May 2024.

Appeals against the tendering procedure must be submitted to the Complaints Board for Public Procurement pursuant to Section 7 of Consolidation Act No. 593 of 2.6.2016 Act on the Complaints Board for Public Procurement, as follows:

Complaints not to have been pre-qualified have to be received by the Complaints Board within 20 calendar days from the day following the notification by the contracting entity who has been pre-qualified, if the notification has been given a brief description of the relevant reasons for the decision. Other complaints must be received within 45 days from the day following the publication of the Contracting Entity’s notice in the Official Journal of the European Union stating that the Contracting Entity has concluded a contract.

No later than the lodging of a complaint to the complaints board, complaints shall be notified in writing to the Contracting Entity on the complaint filed before the complaints board and on whether the complaint has been lodged during the standstill period. If the appeal has not been lodged during the standstill period, the complainant shall also indicate whether suspensive effect is requested. The appeal shall be accompanied by an appeal fee of 20 000 DKK.
